CMA managed the entitlement and development process for a 314,000 sf retail store with parking for 1,500 cars, located on a 15-acre site situated in the cities of Oakland and Emeryville.
Services included negotiating the development agreement, managing the EIR process, acting as the primary interface with the planning and building departments of both cities, and securing approvals from the planning commissions and city councils.
CMA was also involved in negotiations with the city agencies concerning fee and taxation sharing, integration of the client’s site with the adjacent redevelopment project, obtaining approvals for building siting and signage, and providing site property management during the entitlement process. The entitlement and approvals process was particularly complex due to the orchestration of many regulatory and interest groups in the two separate planning jurisdictions.
